Reinforcement Connections
Andreas will be presenting on reinforcement connections, with a particular focus on headed anchors commonly used in precast construction to ensure continuity of reinforcement when connecting precast elements with cast-in-situ concrete members.
The presentation will provide an overview of the solutions available in the Australian market, outline the relevant codes and standards that apply, and highlight non-compliant practices that are still frequently observed in industry applications.

Andreas Boomkamp, National Technical Manager, PSA Group
Andreas is the National Technical Manager at PSA and a Chartered Structural Engineer with more than 20 years of experience in the construction industry. His career has focused extensively on anchorage and connection solutions in concrete, working with leading international suppliers across Germany, the United States, and Australia.
He is an active contributor to the Australian engineering community, serving as a member of several industry associations and technical committees dedicated to building products and standards.
With his strong technical background and global industry experience, Andreas brings practical insight and deep expertise to today’s seminar.
Vas Haitas, Technical Business Development Manager, BOSFA
Vas has been involved in the concrete construction industry for over 20 years with a focus on the promotion of concrete design and construction solutions to end user contractors and consultancies across the commercial, residential and infrastructure through design, project engineering and business development roles. Currently in the Technical Business Development Manager role with BOSFA (BEAKAERT) actively promoting and developing the use of steel fibres in construction across all market sectors in Australia. Vas has actively contributed to the running of the Concrete Institute of Australia, Victorian Branch from 2009-25 and held several positions within the group including president from 2013-2015 also representing NPCAA on various Standards Committees and workgroups and was formerly a member of the Australian Engineered Fasteners and Anchoring Council (AEFAC) technical committee.

Toby Cuthbert-Ashmore, General Manager - Special Projects & Engineering, Hazell Bros
Toby Cuthbert-Ashmore is the General Manager of Special Projects & Engineering at Hazell Bros, where he leads strategic project delivery, engineering, business development and specialist technical services across the Group. He works closely with clients, industry partners and operational teams to develop and deliver major infrastructure, water, transport, marine and energy projects, while helping to grow Hazell Bros’ capability across Tasmania’s expanding infrastructure sector. Toby joined Hazell Bros following senior leadership roles on the award-winning New Bridgewater Bridge Project, where he was responsible for the delivery of the project’s marine and piling works, along with other key project leadership roles.
Toby brings a diverse mix of engineering, construction and project leadership experience gained across Tasmania, mainland Australia and international markets. His background spans major bridges, marine works, deep foundations, water and wastewater infrastructure, industrial facilities, demolition, precast concrete and heavy civil construction, providing a practical and solutions-focused perspective to the delivery of complex projects.
Toby also provides leadership to QUALTECH (TAS), Hazell Bros’ specialist construction materials testing business. Operating four NATA-accredited laboratories across Tasmania, QUALTECH delivers independent testing, technical consulting and quality assurance services for civil, industrial and infrastructure projects, specialising in soil, aggregate, pavement and concrete testing, concrete mix design, and field-based materials testing. Supported by experienced technical consultants, a mobile laboratory capability and statewide coverage, QUALTECH plays an important role in helping clients achieve compliance, quality and performance across some of Tasmania’s most significant construction and infrastructure projects.
